The basic idea of all democracy is to limit power to control it, not too much power, that is the basic idea of democracy. Power has to be distributed so that there isn't too much power in one hand and this can be done by relatively simple things, constitutional changes democracy is a great experiment and the various forms of democracy have to be tested against each other no one is able to foresee all, all the difficulties, all the possible internal inconsistencies which are actualized in law, put into effect through legislation. All sorts of things can go wrong in a way that can not be predicted, but that is precisely the reason in politics a more experimental attitude should be adopted.
